Lafayette Winona Civic League Meeting Minutes February 20, 2024
Attendance: 26
Acting President Jessica Clark welcomed everyone and called the meeting to order at 7:00 P.M.
Opening Ceremonies and Introduction of Board members: Russell Brandt, acting vice president, Nancy Eyler, treasurer and Katie Romeo, acting secretary.
Standard Order of Business
Crime Report: Community Resource Officer, Dylan Tomko, gave us February’s statistics:
– 1 stolen vehicle
– The church was tagged again. Ward members have decided to press charges.
– Update on Firestation #11

Treasurer’s Report: General Funds- $5,400. 8 new people brought in $40 in membership fees. Refreshments subtracted $10.09. The Dog Park raised another $25.
Secretary’s Report: February’s minutes about guest speaker Jordan Strokes were read and approved at 7:15 pm. Feedback was given that he was very responsive and helpful with connecting members to the proper resources when necessary.
Program
Guest Speaker: John Stevenson- Director of Transportation for the City of Norfolk
Topic: City of Norfolk’s plan to address problems on Lafayette Blvd.
Mr. Stevenson discussed WSP Consultant Firm.
– Existing roadway/conditions
– Intersection counts
– Turn movement counts to side streets
– Field Observations from Lafayette E
– Crash data
– Identify hot spots
– Speed stretches and speed counts
– Future of growth factors in anticipation of 2030
– We need to plan for a bike lane
– Input of left turn lanes
– Pedestrian Improvements (crosswalks)
– 85% speed
Members questions included banking/curbing- which he responded was part of the assessment
but he refused to commit to a date when asked.
Mr. Stevenson also informed members of the 19 active speed cameras in school and work zones. There are over 7,000 daily infractions that will result in $100 tickets once verified.
Good For The Order:
Announcements- Toll Roads are open as of March 17th and operating during peak traffic hours.
Plant sale is Saturday April 20th 8 am- 2 pm.
Norfolk SPCA’s Fundraiser- Salty Dog Walk is Sunday April 21st.
