March 2024 Minutes

Lafayette Winona Civic League Meeting Minutes February 20, 2024
Attendance: 26
Acting President Jessica Clark welcomed everyone and called the meeting to order at 7:00 P.M.
Opening Ceremonies and Introduction of Board members: Russell Brandt, acting vice president, Nancy Eyler, treasurer and Katie Romeo, acting secretary.

Standard Order of Business
Crime Report: Community Resource Officer, Dylan Tomko, gave us February’s statistics:
– 1 stolen vehicle
– The church was tagged again. Ward members have decided to press charges.
– Update on Firestation #11

Treasurer’s Report: General Funds- $5,400. 8 new people brought in $40 in membership fees. Refreshments subtracted $10.09. The Dog Park raised another $25.

Secretary’s Report: February’s minutes about guest speaker Jordan Strokes were read and approved at 7:15 pm. Feedback was given that he was very responsive and helpful with connecting members to the proper resources when necessary.

Topic: City of Norfolk’s plan to address problems on Lafayette Blvd.
Mr. Stevenson discussed WSP Consultant Firm.

– Existing roadway/conditions
– Intersection counts
– Turn movement counts to side streets
– Field Observations from Lafayette E
– Crash data
– Identify hot spots
– Speed stretches and speed counts
– Future of growth factors in anticipation of 2030
– We need to plan for a bike lane
– Input of left turn lanes
– Pedestrian Improvements (crosswalks)
– 85% speed

Members questions included banking/curbing- which he responded was part of the assessment
but he refused to commit to a date when asked.
Mr. Stevenson also informed members of the 19 active speed cameras in school and work zones. There are over 7,000 daily infractions that will result in $100 tickets once verified.

Good For The Order:
Announcements- Toll Roads are open as of March 17th and operating during peak traffic hours.
Plant sale is Saturday April 20th 8 am- 2 pm.
Norfolk SPCA’s Fundraiser- Salty Dog Walk is Sunday April 21st.

Lafayette Winona Civic League Meeting Minutes February 20, 2024

Acting President Jessica Clark called the meeting to order at 7:00 P.M.
Opening Ceremonies and Introduction of Board members: Russell Brandt, acting vice president, Nancy Eyler, treasurer and Katie Romeo, acting secretary.

Standard Order of Business
Crime Report: Community Resource Officer, Dylan Tomko, gave us the January statistics:
– No Violent crimes reported
– 2 Larceny reports where guns were stolen from cars.
– While answering a community member’s question, we learned that the ordinance for safety parking from the curb is 6 inches.

Treasurer’s Report: Dog Park account- $250. Holiday Homes account- $1,000. General Funds- $5,400.

Secretary’s Report: January’s minutes were read and approved at 7:28 after a short presentation by Norfolk Park Ranger Emily Swick. The rangers can be reached at Parkrangers@norfolk.gov.
The Topic at hand was the Norway Place “No Fishing Signs” Code Sec 30 (2018) that determines what is unlawful.
– No fishing currently
– We anticipate a vote regarding Civic League opinions regarding the signs, but it was delayed. As more information becomes available, it will be shared publicly.
In addition: On May 9th, there is a Boating Safety Course held at Lambert’s Point.

Program
Guest Speaker: Jordan Stokes, Public Information Specialist for Norfolk Utilities. He manages the agency’s public/media relations, website, and communications. Topic: How did Norfolk become the best tasting tap water in Virginia? With an efficient power point presentation, we learned how water

Good For The Order:
Questions and input from members: Community member wanted to know why an official ordinance didn’t exist previously about the fishing signs. Another member wanted to speak about his personal experience and provide a different perspective than the ranger’s.
Announcements- The next schedule meeting will be March 19, 2024.
Trivia- In 1980, Civic League newsletters were not allowed in the mailboxes. Homeowners put a clothespin attached to the mailbox for the representative to hold the newsletter.

Civic League By-Laws

BYLAWS OF THE LAFAYETTE-WINONA CIVIC LEAGUE

Preamble

The bylaws of the organization hereafter known as the Lafayette-Winona Civic League (LWCL) shall:
• Establish an organization consisting of residents of Lafayette Residence Park, Winona, Gowrie Park and old Lafayette Shores;
• Define the needs and attempt to obtain consistent municipal services for said neighborhoods; and
• Maintain the neighborhoods in good order by aiming to address residential blight and maintaining quality, safe neighborhoods.

Article I

Area Defined and Represented

The residential areas and street boundaries that will define Lafayette-Winona are: the west side of Tidewater Drive from Tanners Creek Bridge; the southernmost point of Gowrie Park and northward along Tidewater Drive to Willow Wood Drive; the northernmost point of old Lafayette Shores homes; west of Tidewater Drive to the natural border provided by the Lafayette River which encompasses Lafayette Shores, Winona, Lafayette Residence Park and Gowrie Park; Lafayette Boulevard from Tidewater Drive west to the 26th Street bridge; Willow Wood Drive from Tidewater Drive west to Lakewood Drive, not to include Lakewood Park or Lakewood neighborhood properties.

Article II

The Objectives

The Lafayette-Winona Civic League will use all means available to maintain a safe and desirable community for all residents. Residents shall be defined as individuals residing in or located within the boundaries defined in Article I. “Residents” comprise property owners and other adults of legal voting age residing within the property, including renters, proprietors and representatives of religious or government establishments within the LWCL neighborhoods. The LWCL will address issues and concerns of the residents as they arise, will promote good citizenship and will foster a sense of community. The LWCL will conduct regular community meetings/gatherings open to the public as a forum.

Article III

Membership and Dues

Lafayette-Winona Civic League membership is open to all residents as defined in Article II. The term of each member is one year, with no limit on the number of terms. Payment of annual dues grants membership. After paying for membership, attending one (1) meeting, and an estimated thirty (30) days, paid members are granted one vote on all civic league matters brought before the league. Established members paying yearly dues can vote immediately. The civic league executive board will establish annual dues.

Article IV

Defining a League Business Calendar Year

The Lafayette-Winona Civic League business calendar year shall be June through May. The months of July and August will be reserved for the civic league executive board to organize and plan the upcoming calendar year. The board reserves the right to call a community league meeting during July and August, as it deems necessary.

Article V

League Executive Board Members: Their Duties and Election

The Lafayette-Winona Civic League Executive Board Members shall be registered voters in the Commonwealth of Virginia and must reside within the boundaries of the Lafayette-Winona Civic League as set forth in Article I. Each must be a league member with a minimum of one-year residence in the community. The elected executive board members of the league are president, vice president, secretary, treasurer, and a member at large. Each executive board member serves a one-year term, following the league calendar business year established in Article IV. Term limits are four consecutive terms for each office unless no qualified candidates seek election, in which case current board members may continue serving. Qualified candidates must be paid members who attend at least 50% of the meetings in the previous business year. League members may decide not to elect standing executive board members. Executive board members may elect not to continue serving and must provide their decision to the executive board at least 30 days prior to league elections.

A nominating committee appointed by the executive board of not less than three and not more than five members shall be elected by the league general members at the regular meeting three months prior to the scheduled election (currently March for nominations and May for elections). The league secretary will provide guidance to the nominating committee and shall be responsible for organizing the election. The nominating committee will ensure that all members desiring to serve meet league requirements and are listed on the slate of nominees at each meeting prior to and including the election meeting. Installation of elected league officers shall be conducted at the meeting following the election (currently June).

The league shall be apolitical. Any executive board member seeking and publicly announcing intent to pursue an elected political office — city, state or national — shall resign their position immediately. Any executive board member who wishes to resign their position for any reason, including pursuing an elected political office, shall provide their decision to the executive board. The remaining board members shall appoint a replacement member who shall serve until an official league election is held.

Each executive board member will always represent the LWCL in a responsible and professional manner. Irresponsible and unprofessional behavior shall be addressed at general membership meetings. Expulsion of a board member will be determined by league members.

The executive board members will share all responsibilities of the board except as noted below:

President – Presides at all league meetings, executive board meetings and civic league functions. Represents the league or appoints an agent to represent the league at functions that require representation.

Vice President – Shall perform the duties of the president when the president is absent or incapacitated.

Secretary – Shall record and maintain minutes of all executive board and general membership meetings. Secretary will maintain the files of written correspondence from the league.

Treasurer – Shall collect and record all dues and civic league funds. Treasurer will monitor and maintain the league membership roster. Treasurer shall provide the treasury report at all league meetings and be responsible for disbursement of funds as directed by the executive board and required by league expenses. The audit of the civic league funds must be voted on by at least two-thirds of the attending civic league members and may be requested at any time by the civic league executive board.

Member At Large – Assist board members with duties or responsibilities.

Article VI

Ad Hoc Committees

An ad hoc committee must be comprised of a chairperson and committee members and must have no fewer than three members. The membership will approve the creation of all ad hoc committees through a vote of two-thirds majority of the attending membership at a meeting. The executive board shall appoint ad hoc committee chairpersons. In cases deemed necessary by the executive board, committees may be created before their confirmation by the membership with the unanimous vote of the executive board. The members attending the next civic league meeting must vote on establishment of these committees. The executive board or the membership can call for dissolution of an ad hoc committee; it must be confirmed by a two-thirds majority vote of the attending membership at a civic league meeting or by a unanimous vote of the executive board.

Article VII

Parliamentary Authority

The established “Robert’s Rules of Order” shall be generally adhered to at league meetings to establish good organization and order.

Article VIII

Bylaw Amendments

The general membership may amend bylaws to address the ever-changing needs and directions of public organizations. Proposed amendments must be presented to the executive board for discussion before a general membership meeting. The proposed amendment shall be placed on the forthcoming agenda with remarks of the executive board. At least two-thirds of the attending civic league members must vote to approve amendments.

Treasurer’s Report: General Funds- $5,400 with the addition of 4 new members.
Secretary’s Report: March’s minutes were read and approved at 7:10 pm.
Dog Park Report: Andy Bullington- nothing new to report.

Program
Guest Speakers: Will Redfern, Master Gardener Topic: Spring and summer vegetable gardening- Mr Redfern was absent, so we had 2 incredible substitute Master Gardeners- Mary and Winnie. They shared the process of becoming a Master Gardener and tips for home gardening. With a trifold presentation, we learned about some myths of gardening and warnings on what to look out for when selecting products. Using a simple Red/Yellow/Green system, we could easily see examples of best practices. My personal favorite was tea and the recipe shared.

The next schedule meeting will be May 21, 2024. We will be accepting Nominations for Elections in June.

Lafayette Winona Civic League                     

Minutes of the November 21, 2023 Open Meeting

 

Attendance: 16

Opening ceremonies:

Acting President Jessica Clark called the meeting to order at 7:00 P.M., followed by the Pledge of Allegiance. She reminded the community that Matt Henson left board, but will continue to assist the league by heading the traffic committee. Remaining Board members include Treasurer Nancy Eyler, Russ Brandt, and Katie Romeo.

 

Program:

7:03 pm Guest Speaker Mr. Stevenson- Lafayette Dept of Transportation and his team (Dorian Allen and Marjorie Anne Hilliard) came to discuss the  Lafayette Consultant Contract that researched crash history, factor of crashes, study of 2015, the Lane Repurposing from Lindenwood to Tidewater, the Community Outreach, Input, Feedback, and Concept development groups. He explained Near term and short term solutions, such as potentially widening the parking lane or adding a potential bike lane. Mr. Stevenson mentioned potential grants.

 

7:12 pm There was a Question and Answer session that mentioned Round Abouts, Speed bumps, and Lane Narrowing.

 

7:16 pm Guest Speaker Divenda Nolan from JenCare Senior Medical Center came to talk about the Medicaid Service Outreach for Seniors, such as Health Fairs and Primary Medical care. Key points include but are not limited to:

  • Cardiology, labs, pharmacy, EKG, Mammograms, Classes, Cardiacs, Healthy eating, Socialization activities, Memory Care
  • Affordable Care accepting Anthem, Etena, United Health, Human, Tricare for Life, and Medicare
  • Capped Care with On site Medication
  • On site tests, Screening, specialists at 5 convenient locations
  • Door to door transportation available for patients
  • JenCare has been in Norfolk for 16 years and accepts new patients with only 1-2 weeks wait time.

 

Community safety and crime report:

7:36 pm Officer Dylan Tomko, the new civic league Community Resource Officer, gave a report on crime. There was a commercial burglary on Lafayette Blvd and a porch pirate report of stolen goods at 1400 Lafayette Blvd.

 

7:40 October 17th meeting minutes were read and approved.

 

Treasurer’s report:

Treasurer Nancy Eyler gave the treasurer’s report. She reported that the increase in funds added to $5400.00. This resulted in $25 from the Dog Park and the addition of $55 received for 5 new members in October.

 

Good For The Order:

7:48  pm Statement regarding Closing the Community Facebook Group was explained.

7:50 pm Trivia: In 1983, it cost $1.50 to join the Civic League

7:53 pm Marcy won $10 Raffle gift card.

Minutes of the October 17, 2023 open meeting

Opening ceremonies:

Board member. Jessica Clark called the meeting to order at 7:05 P.M., followed by the pledge of Allegiance. She reported that Matt Henson left his role as president of the civic league, but will continue to assist the league by heading the traffic committee and introduced the other Board members Nancy Eyler, Russell Brandt, and Katie Romeo who read the September 2023’s meeting minutes.

 

Community safety and crime report:

Officer Dylan Tomko, the new civic league Community Resource Officer, gave a report on crime. There was only one larceny reported in the neighborhood. He was pleased that he did not have that much to report, but did give details regarding the aggravated assault case where the suspect was apprehended and is currently in jail. Although her credentials and motives were debated, nothing was confirmed. A meeting attendee asked about the abandoned camper on Jason Ave that currently has one wheel off. Officer Tomko committed to looking into this and a deserted car on Columbia Ave. Another member inquired about the growing police force which we were happy to hear that the most recent graduating class had a larger than usual number of recruits. His session concluded with a discussion about the process of non-emergency reporting of the tree tagging by an identified neighbor.

 

Treasurer’s report:

Treasurer Nancy Eyler gave the treasurer’s report. She reported that the increase in funds added to $5400.00. This resulted in 3 new memorial stones sold for the Dog Park and the addition of $145 received for 29 new members in September. We spent the following funds for supplies: $25.55 Ice cream social, $84.64 for ink and office supplies, and $20 for raffle gift cards.

 

Program:

Commonwealth Attorney Norfolk Ramin Fatehi started the program just after 7:30 p.m. He is a Progressive Prosecutor and began his session with continuing the conversation about the tagging neighbor by filling in the details of his arrest in January 2023 on a violation of charges and his subsequent release 8 months later. Mr. Fatehi explained the prosecution process that addressed all felonies but misdemeanors were discretionary. This means that misdemeanor proceedings are funded by city money, grants, or borrowed funds since the state of VA does not fun prosecutors. It was suggested that we call legislators to change codes to make it mandatory to pursue misdemeanors instead of discretionary. This would allow prosecutors the chance to divert petty crimes for mental health instead of waiting for it to escalate to felonies. Mr. Fatehi reported that there is a national push so all 120 Commonwealth districts allocates state monies to increase prosecution workforce by 20%. He shared 5 parts that make up Operation Bold Blue Line:

  1. Recruit and Retain Officers
  2. Violence Prevention
  3. Grants for Federal Prosecution
  4. Funding for Prosecution Offices
  5. VA Witness Protection Program

Then, Mr. Fatehi discussed other components of his program that his office is working on improving that include but are not limited to:

  1. Cameras and relocation
  2. Norfolk currently is the only office with a Federal Prosecutor
  3. Firearms and concealed carry license
  4. Family Justice Center with Victim Services/Resources regardless of victim’s cooperation
  • This part of the program included feedback and questions from assembly members. One member focused on mental health and questioned:
    • What crisis intervention training for officers is being provided?
    • Is a Mental Behavioral Health Court in Norfork reasonable?
    • Do we have Certified Mental Health First Aid?
    • What skills for de-escalation are offered?
    • What community intervention resources are available?
      • Drug rehabilitation and reentry process?
      • How are we coordinating with the docket for the root causes?

Mr. Faheti admitted that Norfolk police and the general judicial system is not equipped to deal with the multiple mental health issues that we are facing. Acknowledging that the meeting time was coming to a close, he offered to come again to civic league meeting at a later date at our invitation.
